School Board News in Washington, DC ran a 3/7/2000
article on fingerprinting in Maine based upon an interview with Bernie Huebner.
They neglected to mention that DOE's 42/27 is over a decade, but the article
is still worth reading.

"I used to teach classes in research methods
at North Carolina State University. The undergraduate course was mainly about
how to interpret data. If the Governor and the Commissioner had proposed this
law in response to the available evidence as a project for that class, they would
have gotten a 'D' -- or been asked to redo the project."
